Broadband Consultant

  • The Broadband Consultant will utilize their experience, research, technical and communication skills to deliver solutions to clients. The Broadband Consultant works with the ECC team, elected officials, government entities, community leaders and businesses to identify and develop solutions focusing upon the availability, deployment, and adoption of broadband in communities.

  • • Partner with and provide leadership to community leaders to identify issues with respect to broadband availability, adoption, and develop a vision with plans to resolve.

    • Understand the various Broadband technologies and capable of explaining them to customers.

    • Analyze Broadband programs.

    • Develop and implement effective Broadband strategies and collaboration opportunities.

    • Assist in development of a Statement of Work (SOW) for projects and deliver against SOW objectives.

    • Support development of effective proposals and responses to RFP’s (Request for Proposals) as directed.

    • Perform primary research including discussions, interviews and interactions with client, vendor, government, and other personnel as required.

    • Effectively engage in secondary research including independent identification and validation of secondary research sources, such as publications, database stores, statistical abstracts, transcripts, referenced Internet sites, et al.

    • Carry out quantitative research including data mining, data generation, creation of financial and operational models and performing value and risk analysis.

    • Implement qualitative research including performing market research and collecting business (business, technology, government, regulatory) intelligence (Porter & Miller/Heiman experience preferred).

    • Create, modify, and update ECC project plans as needed or required.

    • Support the consolidation of the findings to (a) present to a client and (b) develop solutions as required.

    • Work with local, state, and federal departments to identify, secure and manage grant & opportunities.

Technical Designer

  • As a Technology Designer you are responsible for supporting Sr. Technology Consultants and/or Project Managers. As a member of the design team, you are responsible for system design, specification, and contract drawings. You perform field data collection and/or inspection to ensure installations adhere to design drawings and specifications. Experience in one or more of the following disciplines is required.

    • Fiber and Copper Inside/Outside Plant (ISP/OSP) cabling infrastructure.

    • LAN/WLAN/WAN networks.

    • Data center infrastructure.

    • Internet, broadband and telecom services.

    • Unified communication systems.

    • Building communication systems.

    • Intrusion detection, access control, and video surveillance systems.

  • • Meet with clients to analyze needs and make recommendations.

Grant/Proposal Writer

  • The Grant/Proposal Writer is a key member of ECC Technologies’ consulting organization.This Grant/Proposal Writer will utilize their experience, research, communications, and detailed writing skills to deliver effective proposals and responses to RFP’s (Request for Proposals) as directed with solutions to clients. The Grant/Proposal Writer will be responsible to study and understand the history, structure, objectives, programs, and financial need of the ECC Technologies organization and using those items with persuasive language to respond to ECC teams and client’s request. The Grant/Proposal Writer shall also create, write, and edit reports for clients, as well as work with clients on any revisions to reports, as needed.

  • • Partner with ECC teammates to identify issues with respect to broadband and develop a vision with detailed plans to resolve.

    • Gather and then conceptualize the written response for guidance to community leaders to identify issues with respect to broadband availability and adoption.

    • Ability to communicate both written and verbally broadband strategies and collaboration opportunities.

    • Draft proposals and supporting documents based on requirements of the organization.

    • Define objectives and tasks required to deliver against a statement of work for a client.

    • Close new consulting engagements and contracts in accordance with standard operating procedures including the creation of timely and effective proposals and responses to RFP’s (Request for Proposals) to achieve revenue targets.

    • Construct straightforward statements of work defining the scope of work for each respective project.

GIS Analyst

GIS Specialist

  • The GIS Specialist is responsible for supporting the Manager of GIS and OSP by providing GIS analysis services, technical research, data handling and mapping services for both studies and fiber design projects with the following scope: Inside Plant (ISP)/Outside Plant (OSP) cabling infrastructure; wireless, LAN/WAN, broadband and telecom services. Development and analysis of multiple address and parcel datasets as it relates to broadband.

  • • Create and modify ArcPro maps / Web maps / Dashboards.

    • Scripting and coding (Python/R/C++/Java) to support analysis, public hosting with interation, and geodatabase management in the Desktop, Server and Online environments.

    • Application development and template use/creation.

    • Provide spatial analysis of multiple data sets and table lookups, focused on address and parcel data tied to broadband infrastructure.

    • Manipulate CSV datasets and import into GIS geodatabases.

    • Processing field collected data using Field Collector / Survey 123

    • Creating digital maps: Web map, Story maps, and static report visualization of broadband data.

    • Public and Private hosting of interactive data and analysis tools

    • ESRI ArcGIS/QGIS/VISIO/AutoCAD drawing production, for use in network deployments and permitting.

  • • Support the development of reports for existing and planned broadband technologies mapped in GIS.

    • Managing data coordination projects.

    • Develop GIS, AutoCAD or Visio diagrams for OSP path, permitting make ready and easement applications.

    • Assist Senior Consultants with proposal development and project planning, as needed.

    • Accomplishes all other duties and tasks as appropriately assigned or requested.

  • • Associate’s degree in Geographic Information Science, IT, Telecom, Electrical Design, or related field (Bachelor’s degree preferred).

    • A minimum of three (3) years of experience performing GIS functions in broadband/telecommunications or an equivalent combination of related work experience, training and/or education sufficient to successfully perform the essential duties of the job is required.

    • ESRI ArcGIS certification, a plus.

    • Valid driver’s license is required.
